能有效地阻挡尾水管中的水从主轴与顶盖之间的间隙上溢，防止水轮机导轴承及顶盖被淹，保障轴承和机组的正常运行。
主要由活动环、固定环、密封环、旋转抗磨环、压紧弹簧及冷却水系统等组成。
利用主轴密封供水（13～15bar）压住尾水（7～11bar）；流进密封内环的水将自流漫过密封的上部，通过顶盖上的排水管将水排至集水廊道；流进外环的水则与尾水相抵，由于冷却供水压力高于尾水来的压力，起到密封的作用。
